Youth Inclusion Expert Working Group for the UN Ocean Decade
Recognizing Heirs To Our Ocean’s (H2OO) success in establishing and expanding the U.S. Youth Action Council for the UN Ocean Decade since the outset of the Decade, the Decade Coordination Unit (DCU) of the Intergovernmental Oceanographic Commission of UNESCO (IOC/UNESCO) invited H2OO to organize and support an international youth working group to develop a strategic action plan for meaningful youth inclusion in the Decade, to be announced at the 2025 UN Ocean Conference.
As an official Decade Implementation Partner, H2OO accepted this challenge and, in January 2025, established the international Youth Inclusion Expert Working Group for the UN Ocean Decade. Stay tuned for the upcoming announcement of the strategic action plan and our efforts to present it to the UN and other high-level governing bodies beyond the IOC/UNESCO.

SUPPORT GLOBAL YOUTH ENGAGEMENT AT 2025 UN OCEAN CONFERENCE
Young people encounter numerous barriers to engaging in high-level ocean governance discussions, with financial constraints being a significant challenge. To build a more equitable future for the next generation, it is essential to ensure that youth have a meaningful seat at the table and the opportunity to actively participate in key conferences, such as the UN Ocean Conference.

Conduct a Comprehensive Review
Analyze the Ocean Decade’s current actions, structures, and strategies to uncover gaps and opportunities for enhanced youth participation across all sectors.

Shape Vision 2030 Goals
Develop strategies and recommendations to ensure youth play a key role in the planning, implementation, and evaluation of the Ocean Decade’s actions.

Mobilizing Resources for Inclusion to Fuel Youth Participation
Identify funding opportunities, partnerships, and mechanisms to support sustainable youth inclusion initiatives across the Decade.

Empowering Youth-Centered Initiatives
Champion equitable access to youth-centered policies and major events like the 2027 Ocean Decade Conference, fostering inclusive participation.

Guiding Best Practices and Advise Key Stakeholders
Offer expert guidance to the Decade Coordination Unit and stakeholders on effective youth engagement in ocean science and sustainable development.

Refining Youth Representation and Clarify Roles Within the Framework
Define distinctions between youth and ECOPs to enhance clarity and effectiveness within the Ocean Decade engagement framework.
